Project: Promoting sustainable response to HIV/AIDS in Vietnam Army
Sponsor: U.S. Department of Defense HIV/AIDS Prevention Program
Supportive area:
• Infection Control and Nursing Capacity building
• HIV prevention through HIV counsellor eduction program for recruits, Training for counsellors, HIV education sessions, and HIV communication events.
• HIV testing and counseling (HTS) aiming to strenghthen the capacity for HTS services in the military system through training and technical supports.

• Laboratory Support through training and mentoring for military labs to perform HIV confirmatory testing and improve their QMS towards ISO 15189:2022, and capacity building for key military health personnel to become QMS trainers/assessors.
Main duty:
o Collaborate with the Military Medical Department (MMD) to coordinate and implement the project activities in accordance with the approved technical narrative.
o Work with MMD, DOD PEPFAR to develop scope of work and budgets, agreements with CHP.
o Provide technical support and feedback to stakeholders to implement the project activities and achieve the project targets.
o Strenghthen the military personnel/hospitals’ capacity on HIV testing and counseling , HIV/AIDS care and treatment, laboratory quality assurances, nursing, and infection control via the mentoring trips, training…Work with the national expets to develop the training documents, guidelines.
o Support the military laboratories to improve the quality practices of labs and maintain their achievements/progress towards achieving ISO 15189: 2022 and HIV confirmatory testing
o Work with MMD and other military partners to implement the communication campaign on HIV prevention and maintain the national HIV counsellor education program for recruits.
o Regularly update the international and national guidelines from WHO, PEPFAR, MoH, and MMD to implement the project activities effectively.
o Be responsible of MEAL: 1. Tracking core programme indicators, and communicate this monthly, quarterly to the programme team; 2. Develop and finalize the data collection form as the sponsor’s requirements. Work closely with military partners, beneficiaries to ensure the quality of data, 3. Quarterly report and propose the solution to improve attainment of project goals.
o Manage the website of the organization.
o Supervise the budget to ensure efficient financial project management.
o Report any problems with budgeting to managers.
