Project: Promoting sustainable response to HIV/AIDS in Vietnam Army Sponsor: U.S. Department of Defense HIV/AIDS Prevention Program Supportive area: • Infection Control and Nursing Capacity building • HIV prevention through HIV counsellor eduction program for recruits, Training for counsellors, HIV education sessions, and HIV communication events. • HIV testing and counseling (HTS) aiming to strenghthen the capacity for HTS services in the military system through training and technical supports. • HIV care and treatment • Laboratory Support through training and mentoring for military labs to perform HIV confirmatory testing and improve their QMS towards ISO 15189:2022, and capacity building for key military health personnel to become QMS trainers/assessors. Main duty: o Collaborate with the Military Medical Department (MMD) to coordinate and implement the project activities in accordance with the approved technical narrative. o Work with MMD, DOD PEPFAR to develop scope of work and budgets, agreements with CHP. o Provide technical support and feedback to stakeholders to implement the project activities and achieve the project targets. o Strenghthen the military personnel/hospitals’ capacity on HIV testing and counseling , HIV/AIDS care and treatment, laboratory quality assurances, nursing, and infection control via the mentoring trips, training…Work with the national expets to develop the training documents, guidelines. o Support the military laboratories to improve the quality practices of labs and maintain their achievements/progress towards achieving ISO 15189: 2022 and HIV confirmatory testing o Work with MMD and other military partners to implement the communication campaign on HIV prevention and maintain the national HIV counsellor education program for recruits. o Regularly update the international and national guidelines from WHO, PEPFAR, MoH, and MMD to implement the project activities effectively. o Be responsible of MEAL: 1. Tracking core programme indicators, and communicate this monthly, quarterly to the programme team; 2. Develop and finalize the data collection form as the sponsor’s requirements. Work closely with military partners, beneficiaries to ensure the quality of data, 3. Quarterly report and propose the solution to improve attainment of project goals. o Manage the website of the organization. o Supervise the budget to ensure efficient financial project management. o Report any problems with budgeting to managers.

Project 1: Making an early diagnosis of talaromycosis – a strategy to reduce morbidity and mortality in advanced HIV disease in Southeast Asia – diagnostic study Project 2: Generating collective solutions to reduce unnecessary antibiotic use in Vietnam – community intervention study Main duty:  Implementing project: o Prepare and review the protocol, SOPs, and other study documents to submit the international and national Ethics Committees. o Supervise and coordinate all daily project activities and provide technical support for physicians, nurses, and other clinical research assistants to ensure that the research is implemented in accordance with the international and national GCP, Protocols, and SOPS. o Be responsible for verifying the quality and compliance of research projects, including but not limited to involving in the Initial, Interim, and Close-out Monitoring visit, verifying the process of obtaining informed consent as per SOPs, GCP, verifying the Source Document, medical records, and CRFs, verifying required clinical data entered in (CRF) is accurate and complete, verifying AE, and SAE report, supporting query resolution, …. o Ensure that all adverse events are properly reported and serious adverse events are documented in timely manner o Work with multidiscipline teams to ensure that the protocol is followed and the study data is timely and appropriately submitted o Conduct the training for study teams including physicians, nurses, and clinical assistants…. o Participate in developing and finalizing the protocol, SOPs, CRF, study forms, and other study documents. o Organize logistics of study materials including drugs, files, test kits, patient samples, data, and other materials  Financial Management: o Develop and finalize the budget and project agreement in accordance with sponsor and national requirements o Monitor the expenditure to ensure the project activities implemented on budget o Support the financial team on verifying the financial papers.

 Verify that the investigators and the investigator’s trial staff are performing the specified study functions in accordance with the protocol, Good Clinical Practices;  Monitor and support the study staff including study doctors, pharmacists, nurses, and CBO to ensure the study is implemented following GCP, the protocol, and SOPs.  Enter the data in the database and ensure that the data is accurate, complete, and is submitted in timely manner. Work with the study staff to resolve the data query.  Conduct regular monitoring visits in accordance with the monitoring plan;  Support, and verify initial and supplementary reports on serious adverse effects.  Participate in training sessions, and report on progress to target.
